It is the first time in decades that Pacific Fleet warships enter this region,” Capt. First Rank Roman Martov said. This is what is also known as dropping hints, loud and clear.

The group, including the destroyer Admiral Panteleyev, the amphibious warfare ships Peresvet and Admiral Nevelskoi, the tanker Pechenga and the salvage/rescue tug Fotiy Krylov left the port of Vladivostok on March 19 to join Russia’s Mediterranean task force."

The plan is to increase military spending from 2011 to 2020 by 11 percent each year, raising the proportion of modern weapons in the army to 70 percent by 2020. You don't understand the international game. It's not about fighting. It's about maneuver, appearance, and projection. Russia is projecting force into the Mediterranean, partly to deter NATO involvement in Syria and therefore easier access to Iraqi oil fields ( Thread: US Policy in Syria ), and partly to exert further control over Cyprus and influence in the Middle East.

"There will be tours of duty this year, involving surface ships, submarines and aircraft," Vice-Admiral Nikolai Maksimov said. "We will visit the Atlantic, the Indian and the Pacific oceans, and the Mediterranean."

The strategic choices for Russia in how it uses forward deployed naval forces will be interesting to observe. Russia can enter the maritime domain as a contributor to safety and security of the global maritime commons, and would be welcomed into the fold by the international community. This approach would include contribution to the international security forces that currently operate in the Mediterranean Sea and off the Horn of Africa. In both cases Russia brings unique capabilities to contribute to international forces, including political clout through existing relationships with nations in those regions.

An alternative approach for Russia would be to be present at these locations, but intentionally remain disconnected from regional international forces seeking a nationalistic policy towards specific regional goals to Russia. This would be a return to the competitor position Russia enjoyed during the cold war, which held sway over many whose interests conflicted with the West.

It will be interesting to observe what approach Russia takes with its fleet. The choices made will be an early sign regarding the type of relationship the US and Russia will have during the rebuilding phase of the Russian Fleet soon to begin."

Russia to add 20 warships and nuclear submarines to its Black Sea Fleet

"The Russian Black Sea Fleet will be updated and improved to ensure the country’s national security. Up to 20 new ships, submarines and boats will join it in the near future, Fleet Commander Vice-Admiral Alexander Fedotenkov said in connection with the 230th anniversary of the fleet to be marked on May 13. . . .

The latest guard ship Admiral Grigorovich of Project 11356 is expected to be launched in 2013 and placed in service in 2014. It will be the first in the series of six guard ships of the project with the Kalibr high-accuracy long-range missile system. The ships are named Admiral Essen, Admiral Makarov, Admiral Butakov, Admiral Istomin and Admiral Kornilov, the commander said.

The navy also expects to receive six new submarines of Project 636, the Varshavyanka class. The first three will be named Novorossiisk, Rostov-on-Don and Stary Oskol, the vice-admiral said, adding that seven more various-purpose naval boats and other ships would join the fleet.

Russia will get 78 warships in total by the end of 2020, said Russian Minister of Defense Sergey Shoigu as reported by RIA Novosty. According to Sergey Shoigu, military technology delivery is specified in the State Armaments Program of the Russian Federation. Within the frame of the Program the Russian Navy will receive 8 strategic nuclear-powered submarines, 16 general purpose-built submarines and 54 surface warships of varied classes.

Mr. Galrahn, of the famous naval blog Information Dissemination, estimates that until 2020 Russia will spend as much as US Navy spends for new ship construction."
