I remember reading about increased incentive to accept military training/provisions since maybe 07 with the 'economic collapse' ... Federal funds/weapons were given to state authorities only with certain restrictions such as special terrorism training, new rules and procedures put in place etc. Being broke the states have caved in, and now it seems they're left sucking on the teat of the Federal-Obama-mama.
