As long as any law "gagging hate clerics" is applied equally to Christians, Muslims, Jews, Atheists, Pagans, whatever, then there is no issue. If it's blatantly targeted at one group then there is a problem.
The other problem is if the law is so vague as to make just about anything illegal.
