Here's another interpretation:
1) 1999 & 7 months really means July 1999 or it wouldn't be a "prophecy", how accurate it really is seems debatable
2) From the sky will come a reign of terror - 911 police state, drones
3) Giving rise to a ruler of the English/Western nations
4) Before and after the mars landing, to reign on good faith (of the people)
= president of choice or shadow ruler
check the meaning, not the words.
