Here is the meaning:

1) FULL 1999 + 7 months (July 2000)

2) King of Terror = Hades = Death (from which someone can resurrect in the third line) = card 13 in the tarot deck = 13 Years since heaven could mean the revolutions of Earth around the sun, i.e. the cosmic clock, (PLUS 13 YEARS = JULY 2013)

If the 1,260 days start in few weeks (let's say late 2013), we then can add 3,5 years to the end of this year. It means that, after the prophecies period of the two witnesses (William and Kate), the great changes will occur in June 2017.

Century 10 Quatrain 72 describes the year & month of birth/reincarnation of a frightening king. The months before the 7th month of year 1999 and the months after the 7th month in that year, planet mars has astrological aspects that appear to be lucky, despite of the aggression mars represents. So he can only be born in the 7th month of 1999 not in any other month of 1999. It is very likely that Nostradamus tried to predict the reincarnation of King Francis I who was indeed the king from province Angolmois. King Francis I was the father of King Henry.
