Very odd. The "rockets" have been there since at least 11/3/2012
Throw these coordinates into Google Earth: 32°59'00.16"N 101°09'15.99"W
*Note, in the 2012 image the "rockets" are aimed in the direction of Lubbock and it's many airports.
That "facility" first shows up in images in 2005. (however the image is bad and no detail is visible at all. Just looks like a parking lot.)
