Earth has greater angular momentum due to having greater mass than the moon. Furthermore, due to the earth's distance from the sun, the solar tidal force is less than half the magnitude of the moon's tidal force upon the earth. Earth's rotation is slowing gradually, primarily due to lunar tidal acceleration, not the solar tidal force (therefore the equilibrium point is a rotational rate closer to once per month than once per year). As a result the moon converts our angular momentum into orbital momentum, causing it to slowly increase its orbital radius. These forces are very gradual and because of our greater angular momentum we are not yet tidally locked to the moon and won't be for billions of years.
