Keep it real folks.
The NSA is subject to the FOIA just like everything else.
Question here is, Do you have the money to make a FOIA... FOIA is all about money.
If you are denied a FOIA inquiry because you do not have the money to pay for it, you can sue the party you request the FOIA from if they want to charge you money just for the information. FOIA is free. The money here is in terms of who pays the lawyer to obtain the FOIA on a company/business/documents and so on.
