I'm sorry but doesn't it say 96% available (plugged in but not charging)? If so, I'd check your battery. BTW that would mean it's probably not windows but hardware related.  Yea believe it or not, it was ClearText. It was having issues with the latest AMD driver. Thanks for the help though guys. (Checked the Event Viewer) Quoting for reference. ;)
