Well think about it. Fema could be training Russians in Disaster Relief so they, the newly trained Russians, can go back to Russia and train more. Then Russia can have their own version of Fema.

FEMA isn't in the business of disaster relief, they 'manage' it - otherwise they would have been named Federal Emergency RELIEF Agency

Just like the DEA - Drug ENFORCEMENT Agency and not Drug ABATEMENT Agency - they enforce who gets to deal and what territory they can do it in
