It seems so since it is run by those that drain the US for their own nation and culture and their culture presumes all others are inferior to the point of having no rights or value other than as cattle.

When you watch the disdain the heads of various agencies demonstrate in public while questioned about abuse of their victims you can have no doubt, especially when they all are related in their own estimation.
