Obviously he is correct... from the standpoint of Africa. Unfortunately for Africa, no one but them actually cares. Their blood is part of the lubricant of order. It has always been this way, it will always be this way.

These are nothing more than words for the consumption of the general population. With the knowledge that all of Africa is already 'wary of foreign powers' (regardless of the country), he is repeating what they already believe. By placating this, resistance can be minimized.

It is assured that behind the scenes, the spoils are being divided.

China visiting Africa, then followed by the United States, is not accidental. Nothing is. China, Europe, the United States, and Russia already have a quiet but binding agreement as to how exactly Africa is to be sliced.
