Both parties, Leon and the cop, contributed to the dogs death. AND they weren't getting too close to the cops to distract their attention from the crime scene, AND they weren't yelling stupid shit at the cops, AND they weren't walking around with a vicious killer beast, AND they weren't trying to put on a show and stir up trouble... I don't see how the cops contributed to the dog's death in any way. The dog and his idiot owner did that all by themselves.
