if they have been preparing for this task since 1776, how long do they need to effect their plan?
maybe they have chickened out and missed their chance?
1945, soon after the war would have been perfect timing because the world was weak and ripe for a universal dictator.
Now it is impossible to do because of the population explosion in China and India and the nuclear weapons and instant communication and social mobilization.
What is their Plan B?
