They can be considered neutral?????
They either are or they are not. Their neutrality could end if they are attacked would be a better a way to explain their beliefs and possible actions.
So why are they back?

I just thought the way you described their behavior was strange. To say that they can be considered neutral until someone messes with them makes it sound as though this is typical and maybe they are not so neutral but that is semantics. They happen to want to have a peaceful buffer zone, you see there is the danger that the whole planet may be blown up, so at least a region or two are not damaged massively. So yes a paranoiac would consider that an alien beachhead of sorts. Oh.... ok. They want to help us not blow up one another? That is a good thing I guess.
