The Government just built the largest Data Center the US has ever seen in Utah... it has terrabytes upon terrabytes of space to store data in...

To sequence and record DNA it takes around 700 terrabytes to sequence and to store even less ... the Utah Data Center will start with 1.25 million 4 terrabyte hard drives to start ... and has room for expansion...

It makes the tax payer pay for testing of high risk areas such as low income areas. It is very simply not going to fix anything or slow anything as these areas don't keep their legs closed anyway, to much welfare, food stamp, section 8 money at stake to close their legs. So testing will do nothing and the virus will continue to spread among them efficiently wasting the tax payers money.

Nobody makes a list of what someone else owns, people only voluntarily want to make an accounting of what they think is theirs soon or already, especially in govt.

So you probably have it.... aids is spread by bodily fluids...anybody can get it. sexually active people are at risk, and it spills over even onto some innocent people.. just like sin. Sin spills over and affects innocent people who aren't even involved in the sin.
