It is so rare to have an earthquake over8.0 let alone a 9.0. When people predict a quake over 8 there is no merit. Since 2000 we have averaged under 1 per yer of a quake 8.0 and outside Indonesia quake and Japan there hadn't been a quake over 9 since the early 1960's. 5 total in the past 113 yrs. when I read that a person is predicting a quake of 8.0 for the continental US that is Bull because it hasn't happened in the last 313 yrs. As a matter of fact since that time no 8.0 quake has hit the US. The closest was 7.9 in Ft. Tejon in 1857.
Could it happen, yes but we are more likely to see. Quake of 6.5 to 7 in the continental US vs one that will split California from Nevada.
