Mysterious Low Flying Aircraft In NH - What's going on???

Driving from Manchester to Portsmouth tonight. Noticed the following odd aircraft behavior:

Coming up I-93 towards the 293 split, noticed a low flying aircraft just to the west. Got past the split up on the rise by Candia Rd and noticed it in a dead hover over south/central Manchester (Valley St area)? Watched it long enough to confirm it was not moving and was fairly low.

Just past Exit 3 on 101 about ten minutes later, noticed aircraft lights over the highway (about 1k feet up, higher than the last one). Watched it for a few miles...it was definitely not moving. Lost it when I drove under it.

Now I'm really on the lookout, not disappointed. Just got on I-95 north and a very low helicopter/drone (too slow for fixed wing, too low for a pleasure plane that's not in BIG trouble) comes in from the west and follows the highway for a while. It was low enough to see the spacing between the main lights and tail lights very clearly. It crossed 95 to the east and I lost it in the trees. A minute or two later in the Greenland area, it crossed from east to west over 95 lower than it was before (not more than 200 feet up). Lost it in the trees.

ANYONE IN NH know what's going on tonight??
