Why is it difficult to obtain UFO related material from the US military?

I filed a request to USNORTHCOM concerning unknown tracks, but there are on a Canadian system, not accessible under the US FOIA. So it seems at this moment that the records can be obtained by a Canadian but not a US citizen, when it is US tax payers money paying for USNORTHCOM.

Ive tried almost every way to obtain these records, but it seems through the FOIA is it impossible. But the odd thing is a NORAD booklet provide some details of the number of unknown tracks for the years 2004-2005. So wtf is going on here? A PR booklet gives the information but an official act cannot obtain those records, its a bureaucratic mess!
