It is foggy. What happens when you have a bright light shining through fog? It creates an aura. That aura is going to shine on the object. When you capture something spinning real fast on camera when it has a light behind it, it appears to slow down.

What we have here folks is a helicopter. That spinning you see around it is the shadow to the blades. That aura makes it appear to be in slow motion.
