I hate to say "aliens!" to every strange thing that happens, but I guess it's a possibility. Maybe a rogue one who gets a kick out of mutilating cows and is always deviating from the "plan".

Or it could just be some really messed up guy with a lot of time and money, perhaps a satanic doctor as AC 43918768 said, or something like that.
