What you're not taking into consideration is who actually holds the "purse stings" - congress. Take a look at who took control of those "purse stings" in 2007, and look at the spending levels since then. Look up the top 10 poorest cities, and who are they controlled by. Google "next cities most likely to go bankrupt and again see for yourself who's holding the "purse strings". I'm showing you how to open your eyes here. I urge you to take five minutes to do the research and see for yourself who really has the spending issues.
