The change was made due to fatalities that had occurred during the last decade that involves shooting between Special Agent and assailant. Sixty five percent of the shootouts resulting in deaths of FBI agents. To mitigate and increase the chance of survive-ability of its agents, the course is focusing on shooting targets at 10 feet or less. The conventional thinking that you can hit your target at 25 yards and beyond, but can't hit anything at less than 10 feet raises many eyebrows at the FBI. However, the statistics tells a different story, in that it needs to train their agents to survive at close quarter. The irony of this is that the FBI had been advocating close quarter shooting for several decades to other law enforcement agency from high level to local level. So now the FBI is actually implementing the program for themselves.
