Hydrogen can be safely produced in ways that are as safe as gasoline fuel. a small amount of HHO will easily release enough energy to power a resonant timed rotary engine. You don't need to power the wheel with hydrogen though you could with a high capacity system. All you need to power is a dynamo electric machine that will produce ample High Voltage to charge carbon super capacitors that will energize extremely high torc magnetic drive systems from High Voltage A/C.
