Their bid to have the channel included in the "mandatory" category means that it isn't required to be included in the channel packages, which in turn gives them a subsidy from the cable companies (who pass that cost down to subscribers).

The channel will be available to those that want it, it just won't be forced on us.

I'm not a fan of Fox News but have no problem with it being available to those that want it. Just don't force me to get it and pay for it.
