I took the image and dragged into a google search then typed in fema and govt bus and it brought up a few images that looked similar to it. Probably just a troop transport for basic trainees.
Quoting: just browsing 16048401 Do you have the link to that image gallery? Also, there aren't any military bases for at least 2 hours here. Also, typically the troop transports have at least a few markings on them and are typically green.
