They are monitoring the fault line. There's a lot of sand around there in the soil. They wouldn't be there if there wasn't something going on. Good observation OP!
I'd like to see Reelfoot some day before it gets swallowed up by the Mississippi again. :)

I was trying to listen to the guy talk, but only got little bits of pieces. Across the street from the water tower, they had a tripod radio antenna, too. Not sure if just surveying, or other things.
