He wants to be turned down, so he can say that he tried. Face saving.
Quoting: Fireengineer Pretty much. A political move on his part. Now he puts the pressure on Congress in order to save face. Now, what will Congress do? Considering most of the country is against involvement, I think they vote it down. Then the Demorats will scream that the Republican party FAILED TO ACT in Syria. That will be their talking points leading up to the 2014 elections. Watch and see.
