Assad is winning the war against the rebels and he must know that using chemical weapons would cause other countries to get involved so there would be no reason for him to use them. There are news reports that the rebels even admitted getting the chemical weapons from Arabia and setting them off aswell but those news reports don't fit with the bloodthirsty agenda of the US government and are ignored.
