Because the group of Republicans residing in the House right now are not under uniform Israeli/Saudi control.

They are under ta Party control and the Tea Party are Zionist Christians who say support Israel no maater what.

They are under the control of America's Military Contractors in Republican districts and in some Democratic districts in the middle of a recession.

If the Congress votes no it will only be evidence of what I already know. The Republican party does not care about conservatives. They only care about power. There is no difference between the two parties. The two parties are controlled by power and money. Sure on small issues they present a difference; gays, abortion, taxes, etc. This gives the people the illusion of choice. If you are a Democrat you better vote for Obama because the crazy conservatives will win. If you are a Republican you better vote for Romney because the liberal agenda is destroying the country. When it comes to things like foreign policy and corporatism there is no difference. There is no real democracy in the United States. We have a one party system. The Democratic-Republican party. Any time a seemingly viable third party candidate arises the two parties join together to make that candidate seem like a nut. When the two parties unite it usually means the people are getting fucked.
