If the web-site is banning a person specifically for their behavior, without knowing that the person is mentally diminished, then no. Not really.

Just like it would be illegal for a site to ban people of color based only on their skin tone, or ban people based on religion.

The problem there is that these things are almost impossible to know based only on behavior online. Even claims of being one thing or another can't hold up in court, because online they would only be that. Claims.

Now if the web-site had reason to know something for certain, and had documentation for some strange reason, and then proceeded to unfairly ban a person for their condition, it would be illegal.

That, again is a difficult one. Let's examine it through race for a moment, since that makes it easier for some to understand.

If a black man (or woman) is banned for being aggressive, attacking, or breaking the rules, that's perfectly legal.

If they are banned only for their race, then it isn't.

With a mentally challenged person, if they are banned based on what they're doing, even if it's caused by their condition, then that would be fair and legal.

I hope this helps clarify things.
