The only problem, I see is that even if you evacuate Muslim women and children, we have to remember their minds have already been infected with a virus, which is their Islamic beliefs. Therefore, the Muslim women and children, will only create more future jihadists.

So the key problem, is the virus, the Islamic religion. One can't attack beliefs, with a sword, so to go after the ideology, one must present flaws in the belief system, or present and offer a superior belief, which the Muslims would accept and then abandoning Islam.
