My guess: mentally ill and homeless[/b

I know the city well. The level of stratification with a relatively small number of fabulously rich people, a squeezed out working class [and by working class I include middle class] and a non-working or p/t - poorly paid working welfare class, collecting all the benefits and 'entitlements'. then there's the mentally ill homeless kicked out on the street to fend for themselves when all the hospitals and facilities were shut down.
