You are giving way too much credit to obama's intelligence.
Psycopath? Yes.
Evil? Yes.
But the guy is not that smart. He can't even speak without a teleprompter. He is not a leader, even a weak one. He's just a (willing) puppet who thinks he'll be rewarded by his handlers sometime in the future.
