Cheney is involved in oil in the Golan Heights - territory Israel is supposed to give back to Syria. The give back is not in play right now though. What is in play is the wind up to the next presidential race. Cheney may have called Netanyahu and suggested they get together and help make Obama look bad by aggreeing with Russia.
