I would think it's kind of like that.

As soon as a person says out loud that they think they are being gang stalked...the gang stalkers are halfway to success because the person is now marginalized from society and labeled crazy.

consider this.....HE told R.I police he had no history of mental illness and he was obviously scared for his own safety because he moved hotels several times and called police himself.

HIS FRIENDS report no mental health issues.

****BUT**** the government by way of the VA claims he had a history of mental illness...

the same government that employed him at a sensitive government facility....and was responsible fir a background check.

It's either an epic fail or an epic lie. And since there is no discernable motive - I'm going with LIE.

it would be remarkable that he could be suffering from these things and still get a job. I have a family member who suffers from this and she can't get hired anywhere. She has a hard time finding a place to live. Everywhere she goes she ends up thinking there are voices in the wall coming through the electrical wiring or whatever. Sometimes she is very convincing and it seems as if it could be true. But it is not real. But I want to emphasize that she can seem totally normal and not crazy. She is lucid, except for the hallucinations. It is impossible to function day to day and experience these things. He must have been living hell.

I just wanted to add, that the police can't do anything with a crazy person if it does not seem they are an immediate threat to themselves or others. So an adult would have to realize for themselves that they need to be locked up which of course will not happen because they feel their experiences are REAL. So they are probably scared and want help but no one believes them.
