It look to me like the 2331 is the local time in 24hr time.
If it took place a 8:20 am, that would be 0820. If this was in the same timezone then the timestamp of the article would be 15 or so hours after the event. Not a problem.
If that 2331 was intended to be Z or GMT then that was just a little les than an hour before the event. Typically, people don't timestamp articles in GMT unless it indicates GMT like:
23:31 GMT
Most often, though, the timestamp will indicate the timezone, like:
23:31 Eastern or 23:31 EDT or 23:31 CST
Don't know for sure but I'm not suspicious. What I am thankful for is the watchful eye of your friend who pointed this out. Good call in noticing this!
...just happens not to matter THIS TIME. Keep a sharp eye out.
