Executive Orders were originally intended for the White House staff only, for the secretaries, for the maids ect. Somehow they morphed it from that to the entire bureacracy of the executive branch and now it looks like they are trying to morph that as a well to bypass congress and make it some kind of law of land, a King's dictat. It should be restricted to the White House cleaning ladies like it's supposed to be.
