The NYPD is looking for two men

Two paratroopers, or more probably two base jumper, landed Monday morning at 3:07 am New York near Ground Zero (the 09.07 Italian time). The two men, dressed in black with helmets and blacks, were caught by security cameras in the last part of the descent, the height of the fortieth floor of a building in West Street, just a couple of blocks from the site of the World Trade Center.

PREVIOUS TO THE CHICAGO - The police is investigating the video - that has not yet been released - and other images to identify men and it is not yet clear whether the two have made the launch of a small plane or whether, as seems more likely, they were on the roof of some high-rise in the area. Last June, three men, as yet unidentified, had played a similar "mission" by jumping from the Trump International Tower in Chicago, one of the tallest buildings in the United States

GOLDMAN SACHS - The two paratroopers have landed in New York near the headquarters of Goldman Sachs, as reported by Reuters, and have moved away without leaving a message or testing. A witness alerted the 911 after seeing a person walking while dragging a parachute behind.

I highly doubt they entered "airspace". $100 says they base jumped from atop of one of the buildings and the only way they could get away with it without getting arrested would be to do it at night. Plus, 2 paratroopers wouldn't be able to carry enough equipment to be doom worthy.
