I am pretty sure that was a joke. They have been calling him Bush Sr's. other son since they did some work together.
Really they were connected before Bush through the presidential race to Clinton then Clinton slip, that Bush Jr. would be the president after him. Happened on C-span late one night. They had a panel of military and some other talking about something Bill had finished and it would be up to Bush to find the place to put it, that was before he won!
