Yeah, I see it too. Its part of the footer of the website.

The fact that its in the footer, means its originating from the server that hosts GLP's forum software. And since GLP is run with forum software that uses PHP, only the ones who have access to the forum administration from the root can upload and add that into the footer. Over the years, there have been other things placed down on the bottom of these pages. It's nothing new.
