MANILA, Philippines (AP) — Global stock markets rose Tuesday on hopes Washington was moving closer to a deal that would avert a debt default by the U.S. government.

In early European trading, the FTSE 100 index of leading British shares climbed 0.7 percent to 6,552.30 while Germany's DAX was up 0.5 percent to 8,770.44. France's CAC-40 gained 0.5 percent to 4,242.81. Asian stock markets ended their trading sessions mostly higher.

Futures in New York pointed to a higher opening on Wall Street. Dow Jones industrial futures rose 0.1 percent to 15,235 and S&P 500 futures added 0.1 percent to 1,705.30.

Two days from a deadline to increase the U.S. debt ceiling, investors remain focused on developments in Washington. Most think a deal will be reached in time and stock markets were holding up. The U.S. has to increase the amount of debt it can sell by Oct. 17 or face a possible default, a scenario that could derail the U.S. economic recovery and roil international markets.

Investors "are hoping that the US can have a deal done to resolve the debt limit problem in coming days," said Jackson Wong, vice president at Tanrich Securities in Hong Kong.

Negotiations between Republicans and Democrats in the past few days failed to reach a conclusion either on raising the debt ceiling or the partial shutdown of the U.S. government, which has now entered a third week.

Mr Hockey, who is still in the US following last week's Group of 20 finance ministers' meeting, told CNBC television that a default was "almost inconceivable".
"The world needs America and America needs the world," he said.
"I think it is that second part that has been lost to some in Congress."
He said the Australian government has contingency plans in place should the US suffer a "heart attack".
"Certainly we have back pocket plans to deal with whatever arises over the next few weeks as a result of negotiations," he said.

The only reason I can see, is that the know that in end, if Obamacare gets momentum, us will sooner or later anyhow go in to default.

Progress on Portugal, Greece and Ireland are on the agenda but talks on the US government partial shutdown are dominating the discussions.

Olli Rehn, EU Economic and Monetary Affairs Commissioner told reporters: “It is very important that the US could overcome its fiscal deadlock; otherwise it would have potentially dramatic consequences into the real economy and negative ramifications to the still nascent recovery in Europe.”

Although there has been some progress reported in talks between Republicans and Democrats there has been next to no sign of a breakthrough.

Senate leaders are poised to reach an agreement as early as today to bring a halt to the fiscal standoff, and now must race the clock to sell the plan to lawmakers before U.S. borrowing authority runs out this week.

The emerging deal would stave off a potential default, end the 15-day-old government shutdown and change the immediate deadlines in favor of three new ones over the next four months. It’s far from complete as the Senate may delay passing the plan and House Republicans may seek to block or change it.

Lawmakers would be required to hold budget talks by Dec. 13, fund the government through Jan. 15, 2014, and extend the nation’s borrowing authority until Feb. 7, 2014, according to a person familiar with the Senate talks who spoke on condition of anonymity to discuss the concept.
