LONDON, Oct 16 (Routers) - The dollar rose against the yen
on Wednesday after U.S. lawmakers gave renewed assurances a deal
to avert a U.S. default was in reach at the end of a chaotic day
in Washington.
Officials said an agreement to lift the government's $16.7
trillion borrowing limit was near late on Tuesday after two
separate legislative efforts in the House were buried by
Republican rebellions, fraying market nerves.
The assurances helped keep the dollar near a two-week high
against the yen and a four-week high against a basket of
currencies.
"Markets have been relatively benign in the light of what is
happening with the U.S.," said Thu Lan Nguyen, currency
strategist at Commerzbank. "If markets were expecting the worst
case of a default I think the dollar would be trading at an
entirely different level."

The country crashes into the debt ceiling at midnight, and there is no deal yet in Washington.
The deal-making resumes Wednesday, and there is hope, as the government slides into day 16 of the shutdown.
Legislators dropped hints on their way home Tuesday that Senate leaders will present a deal to raise the debt ceiling and reopen the partially shuttered government.
And a Republican member of the House of Representatives is holding out hope that Speaker John Boehner could break with a Republican tradition to put that deal on a fast track.

Frantic US political attempts to avert a federal debt default have pivoted back to the Senate after plans in the House of Representatives collapsed.

Upper chamber leaders resumed work overnight on a deal to raise the US borrowing limit and end a partial government shutdown.

Amid the congressional disarray, a top ratings agency warned of a possible downgrade in US creditworthiness.

The US must raise its $16.7tn (£10.5tn) debt limit by Thursday or risk default.

Politicians, bankers and economists have warned of global economic consequences unless an agreement can be reached.

The Democratic-controlled Senate took control on Tuesday night, working on a bipartisan deal that aides said would extend the federal borrowing limit until 7 February and fund the government to mid-January.

White House snubs Republican debt deal

The White House has called Republican proposals to attach changes to President Obama's health care laws "a partisan attempt to appease a small group" of its party.

White House spokeswoman Amy Brundage said the Republican members of Congress did not get to "demand ransom"

The statement came as House Speaker John Boehner said the Republicans were "trying to find a way forward in a bipartisan way" that was fair to the American people.

Juan Williams told viewers Tuesday on "Special Report with Bret Baier" that the abrupt cancellation of a House vote on a new proposed budget plan - a plan that was announced by House GOP members earlier Tuesday -- signals a "war within the Republican ranks."

Conservative groups like Heritage for Action and Freedomworks made an effort to torpedo the plan as soon as it was unveiled, urging House GOP lawmakers to vote "no" on the bill because, the groups said, it didn't do enough to curb ObamacCare. Without enough likely votes to pass, House Speaker John Boehner canceled the planned vote at the last minute.

"The idea that you have these outside groups putting pressure on Boehner, again, is evidence - John Boehner, as attractive a man and an interesting man as he is, is not really in charge here," said Williams, a Fox News contributor. "He can't get his troops in line as the Speaker.

Sen. Susan Collins said Wednesday she is still hopeful that a group of 14 senators will strike a bipartisan deal to raise the debt limit and reopen the government this week, although it is unclear if the Republican-led House will follow suit.
Ms. Collins, Maine Republican, said the group is putting the last touches on a deal to extend the nation’s borrowing authority through February, fund the government to mid-January and tweak the health care law by shoring up an income-verification system and delaying the medical device tax for two years, while paying for lost revenue from the repeal.

The House is a big question mark. Speaker John Boehner has as yet given no public indication of whether – and how soon – he would bring legislation passed by the Senate up for a vote. He could face a backlash from the hard-right faction if he does so. That would not necessarily stop the legislation from passing but it could endanger his speakership. He goes into a meeting with his caucus at 9am.

Rep. Peter King (R-N.Y.) says he hopes the House “will get some adult supervision from the Senate” to achieve a debt ceiling deal.
His comments on CNN’s “AC360” with Andersoon Cooper Tuesday night came on the heels of news that the scheduled nighttime vote on the House deal offered in the morning wouldn’t happen.
Lawmakers and aides on Capitol Hill confirmed to reporters House Republicans could not ratchet up enough support. Now, a plan to reopen the government and raise the debt ceiling is back in the Senate’s hands.

Oct 16 (Routers) - Russian policy makers expressed confidence on Wednesday that U.S. lawmakers would resolve a debt impasse, saying they viewed Treasury bonds as the world's safest investment even in the event of a technical default.

Finance Minister Anton Siluanov told reporters that Russia would not be affected if Congress fails to raise a debt ceiling by an Oct. 17 deadline because it holds no short-term U.S. government securities.

Either way, however, Republicans now face the reality that they will not get any major concessions from Democrats in exchange for raising the debt limit and re-opening the government. It will be an ignominious end to a saga that has ravished the party in public opinion polls and has raised doubt in financial markets that the two political parties are capable of resolving their differences.

Neither the Senate plan nor the House's short-lived proposal defunded or postponed President Obama's health care law, which was the center of tea party Republican demands for re-opening the government.

House Republican leadership is considering voting first on an emerging Senate proposal to open government and lift the debt ceiling, a move that would expedite bipartisan legislation developed by Senate Majority Leader Harry Reid and Minority Leader Mitch McConnell.
If the House passes the bill first and sends it to the upper chamber, it would eliminate some burdensome procedural hurdles in the Senate and require just one procedural roll call with a 60-vote threshold needed to advance the bill toward final passage in the Senate.
