Attempt at 1) intimidation and 2) gun grab. Indirect gun control.
They will confiscate and then make ya register everything, pay fines, possibly face jail for disobeying/resisting an order by a public official, etc. etc.
Good way to test/dry run various options to ultimately obtain more 'control'.
