That document published here by the FNS director mentioning something along the lines of NOT paying Novembers EBT benefits was a couple days before the supposed "crisis" was averted the other day over the gov shutdown.

If this letter went out ( To all states, but someone in Utah published it online? ) before this agreement happened, it says to me that the two were completely unrelated events. Why would you put this letter out when the duration of the shutdown wasn't known at the time? Just covering their asses in case? Except there was no mention in the letter about the reason, only that it was going to happen. Both of these conversation topics seemed to fall off the radar at the same time.

I learned a long time ago to take the information put out here with a few grains of salt, but I've gotta admit that something still feels amiss about the whole EBT failure thing. The way I basically understood that FNS director letter to mean was the gov wasn't going to be funding the states for the month of November, so if the individual states wanted their programs to still function, they would have to front the cash themselves, without gov support.

Couple that unrelated letter with the test run across 17 states and you have a clear message to the states that this is what you have to look forward to... so get ready.

On one hand, we have relative calm when people realize their cards no longer function. Give em a few days and things make a turn for the worse, but you have one side of the controlled experiment known. On the other hand, we have a situation where all hell broke loose when the floodgates were opened and a real-time looting "simulation" occurred in two locations.

My guess is that the locations demographics had a huge role in choosing just which stores would allow limitless purchases. So there's the other side of your controlled experiment. They know what will happen when it silently goes dark, and they know what happens when it abruptly goes to shit. Anything in between can be accounted for.

What the test didn't include was outbreaks of violence. But that may not have been what this test was about.

They needed to figure out what would happen on both ends of the spectrum over a 2 hour period in terms of how quickly food services can be disrupted. In that window, they could extrapolate averages based on demographics in every location across the US in which they have that information for. These averages can be applied to 3 hour, 6 hour, 3 day, 2 week periods. Although their statistical models predictably fail on another curve that cancels out original data, but I'm sure they have more than enough data based on the window they required understanding of.

It does make one wonder, even if it does strain credulity!

The only thing to be a cut will be the temporary increase to boost the economy back then that was added on in 2009 which amounts to less than $30 to everyone.

Great, thanks for the reply! I remember hearing about the <$30 increase and that makes sense that they would cut that, but from what I under-stood from that letter, it was less about that and more about directing the states to withhold their November issuance.

Reading it further, it does sound more like a cover-your-ass situation...

"According to the information we have received, several States provide the next month's issuance files as early as the 15th of the month. With that in mind, understanding the operational issues and constraints that States face, and in the interest of preserving maximum flexibility, we are directing States to hold their November issuance files and delay transmission to State electronic benefit transfer (EBT) vendors until further notice."

Sounds like they didn't know, as of Oct 11th, how long the shut-down would occur, so they sent this out as a preventative measure.

A few stores were allowing people to go through without knowing their limits, basically they had a EBT with no spending limit. People were calling friends, relatives etc to come take advantage of this windfall. People came and loaded their carts up, the lines wrapping around aisles. Well when the system came back online, people who were there just abandoned the carts full of groceries. I am assuming because they never had the funds to begin with, just taking advantage of the glitch in the system.One case was reported of a woman who had less than a dollar trying to buy 700 dollars plus worth of food.

More and more it does sound like the documents published were done to prep for the possibility of funding lapse in the EBT system and not necessarily a road-map of what will happen.

That doesn't remove the timing of the documents released in relation to the 17 state disruption of EBT services which directly correlate with the 2 locations that gave the "go ahead" signal in order to witness first hand just what people will do when presented with the opportunity to take advantage of a situation that immediately benefits them.

Personally, I think we just passively witnessed a very real example of what happens when opportunity meets need.

Those people didn't need what they took, but they took the opportunity to take it nonetheless.

The exact same thing would happen if this exercise were executed on a more grand scale. By and large, people aren't going to understand what they need given the situation that is unfolding before them, but they will maximize on the opportunity to seize anything they can.

What we witnessed was that need / opportunity ratio developed... live.

Cool theory. We had the same thing happen in Walmarts all across Mississippi. I went to Walmart here in Starkville, MS around lunch the next day and the some of the shelves were bare and a big mess. They had lots of employees called in restocking the shelves. We talked to some of the Walmart employees to hear what happen. Pretty scary sight.

I live in Louisiana and I hope it happens now before I have to read any more of this tare talk. SMH
