History repeating itself: Hitler had his "civilian army" too. They were called the brownshirts.

By design, they caused lots of problems to the civilian population, until they cried out for Hitler to put an end to it. Then with newfound powers, Hitler created the gestapo, who's first task was to exterminate the brownshirt movement.
