Correct. It is french for 'black', and the name of both a country and a river in Africa.

Mr Innis' name is Americanised pronunciation "NIE-jer" the 'Ni' rhyming with 'eye', whereas the African country and river are nee-ZHAIR, the french pronunciation. Until a few years ago in the US, the name of the country was also pronounced NIE-jer, but now has commonly been replaced with the french pronunciation.

It's a legitimate name, after a river in Africa.

Interestingly, there is a kind of seed used for bird seed called Niger (black seeds). But lately I have noticed sacks labeled Nijer.
