I think that's true although sometimes it's more than brainwaves. I think simple computer databases are involved.

About a month ago I had a delivery stolen. It was a big item and the delivery guy delivered it after 9:00pm and didn't ring the bell. That must've been the one night I didn't walk the dog at 10:00pm. The package was gone in the morning. Turns out my younger brother was the manager of the delivery guy that didn't ring the bell. The next day when the replacement came the guy delivered at 5:00pm, waited for me to open the door, and handed me the package in person.

It was coincidence, pure coincidence, but I felt like this guy probably assumed he was gang-stalked. A big package goes missing and it turns out the upset client is the brother of his manager.
