Most planets and satellites do not follow a circular orbit, but more or less of an elliptical one.

GOCE orbits at a low altitude for a satellite. The extremely thin atmosphere there creates a tiny amount of drag on the satellite so it needs to be aerodynamic and have a small engine to provide a little push to keep it in orbit. GOCE has an ion engine [link to en.wikipedia.org] The solar panels generate electricity that is used to accelerate xeon gas out of the engine at incredibly high speeds, providing the forwards thrust. It is the xeon gas propellant that it has now run out of. K

The satellite still needs small jet noozles for attitude correction and orbit decay prevention. Once it rans out of fuel for those small jets, it starts falling without control. Some other satellites use a small radoactive thermal source to generate electric power for the electronics.
