Greetings Op.

I live here in the Philippines also in a small town of about 30k people. We were not effected by the typhoon.
I have been here for about 7 years. Here are my observations on how Filipinos deal with sewage:

First: The water table is normally high in most areas. For us here if you dig down 2 feet your into the water table.

All businesses and modern type houses build a Filipino style septic tank (size? ask a Filipino). They will dig the hole and pump the water out as they go. Once the desired depth is reached, they will use hollow block and cement to build the walls. they do not cement the floor, only walls. They will then have their inlet pipe. There is no leach field. Once the walls have cured, pumping stops and the tank will naturally fill back up with ground water. That's it. There may be an outlet pipe that feeds into the rainwater drainage system.
I have never seen a sewer system or treatment plant in any town of 500K people or less.

Now Filipinos do not use toilet paper. So the only thing going into the tank is the poo. Showers, sinks etc all go directly into the normal rainwater drain systems.

Note: many Filipinos do not use bathrooms at all. They simply find a spot outside away from structures and do their thing.

I don't see how the typhoon or the storm surge would have damaged the existing tanks and rainwater drainage systems. Maybe pipe leading in got damaged but all the tanks and drainage gutters are likely fine.

My advise to you is to not use western thinking at all. You need to talk to the local Filipinos. maybe some home builders or civil engineers around. Just ask around. Their methods have been working just fine for 100's of years.

Flies are the vectors of typhoid, dysentery, gastroenteritis, infec-
tious hepatitis and other diseases of the gastrointestinal tract. Maturation
of the fly is divided into four stages:. larva, maggot, pupa, and adult fly.
Development from larva to adult fly generally takes 1 to 2 weeks, so it propa-
gates and multiplies rapidly. Coordination of patriotic health movement ac-
tivities in the winter and spring by digging up pupae and eliminating flies,
the annual density of the fly population is curtailed.
1. Eliminating the fly breeding grounds
Flies like to lay their larvae on odiferous matter such as feces, gar-
bage, rot, feed,,sugar mash etc., which are smelly, fragrant, sweet, or fishy.
Sanitary management of places containing such matter is a must -- outhouses
and cesspools must be kept clean at all time,s, It is best to keep lids on
excreta crocks, fencing around stables and barns, and cages for chickens and
ducks. People should not live under the same roof with domestic animals.
Someone must be assigned the duties ofy sweeping and cleaning these areas
regularly in connection with the goal of the Patriotic Health Movement to
improve on compost-making and environmental sanitation.
2. To eliminate maggots
(1) Cover layers of compost piled over the maggots with dirt in
sufficient amounts to seal them in and kill them.
(2) Pour cow manure into the latrine.
(3) Retrieve the maggots and feed them to ducks. Pouring boiling
water and emptying hot ashes over the maggots is also an effec-
tive method,
(4) Use traditional Chinese medicinal herbs.
(a) Crush whole plants of stargrass (Aletris spicata) or
Clerodendron bungei (ch'ou mu-tan) and throw into excreta
crock.
(b) Mix and crush plants of groundsel chui-li-kuang (Senecio
scandens), Japanese pepper, and plume poppy (Macleaya
cordata), and pour into waste water or latrine.
(c) Use a 5% extract of tea-seed bricks (compressed residue
of tea seeds after oil has been extracted) or add 2-4
liang of the tea-seed brick into the latrine or cesspool
and stir for maximum effectiveness in killing maggots and
larvae.
If possible, sprinkle 6% wettable 666 powder or 5% Ti-
pai-ch'ung into the excreta crock.
- 41 - 3. To eliminate pupae
Pour concrete over area surrounding latrine and lavatories to seal off
racks and prevent maggots from entering the soil to be transformed into pupae.

ethod is mobilizing the masses during winter or spring to dig for the pupae,
eal off or flood areas around the latrines, to flush out and kill the pupae.
4. To eliminate adult flies
(1) Swat: Use fly swat, or attract flies with fragrant odiferous
substance first before swatting.
(2) Bait-kill:
(a) Crush tobacco leaves and add to rice gruel or congee
which will bait and kill flies.
(b) Cut up leaves of oleander, add as bait to food.
(c) [not printed on xeroxed copy]
. (d) Prepare a 10% solutioll of Ti-pai-ch'ung or 0.1% DDT, add
to gruel, soup stock, rotten fruits or vegetables and
mix for use as bait.
(3) Spray with insecticides:
(a) Crush leaves of the castor plant, dilute the extracted
juice and use as spray. Or make up a solution of pyrethrum
for the same purpose.
(b) To 10 ml of 80% DDT, add water to make 8000 ml of solu-
tion, which is then sprayed over fly breeding areas.
(4) Smoke-out: A good method for killing wintering-over flies.
(a) Burn duckweed for smoke (food and clothes should be stored
elsewhere during the smoking operation).
(b) . Burn crushed leaves of huang-thing [chenopodium?],
artemesia, and red duckweed to which realgar (spirits
of sulfur) is added.

Seems to me the easiest method in this case would be to pour ash over the poop. Have the people save their ashes I don't know if hot ashes would be a fire hazard though i wonder if just ashes that are not hot would work just as well maybe somebody knows knows. I'm sure they will be some ashes if the people are cooking over a flame or from burning and clearing away debris. Using a two story building with sail cloth covered with soil soul be best for a quick temporary solution then while you prepare to dig a latrine for a longer term solution. Castor plant might be growing there too. It grows wild here in Hawaii so if they can get that if it is available anywhere to put in that would work too. I don't know if there are any there. My heart goes out to the people of the Philippines love to you and all those helping!

my friend went to the Philippines to help and here is what he wrote me.........
I'm on the ground here in the philippines and it is BAD - way worse then Haiti. It pains my heart and there is SO MUCH need. Someone summed It up best by saying "what do they need - EVERYTHING"

Go team AWESOME! This afternoon the congressman was so impressed with our work that he gave us control of the university next door that is at least as big as this hospital. There is no shortage of people there who know how to build such a thing. It is not like they are building a space shuttle. They had latrines and still do. The people there build them all of the time. The regulations for building such a thing are readily available. The municipality has inspectors who are very familiar with these requirements.

just grab a van or something, and use some heavy duty liner material, line the inside. bolt a toilet to the roof, build some stairs, platform around it.

then when it's full, you can just haul it away and dump it into a huge treated tank somewhere. A swimming pool or something.

Just put a hundred gallons of water and bleach or something in the bottom to disinfect.

You could sink a heating element into the waste and heat it up to 150 degrees and that would be better than any chemical disinfectant and the waste would not be harmful at all.

You could put a propane gas heating element into it if no electricity.

You could just park it next to a ledge or window sill or something if you dont' have wood to build a platform.

This material with fiber in it should be put on screens of a rock that faces the sun so the moisture is evaporated and the remaining material can be used in a cooking fire.

There is a book called HUMANURE and youtubes I have been studying for an off-grid cabin. One Architect guy has a great idea using 55 gallon garbage cans and turning them into dry manure pits - THAT DO NOT STINK! It is a short video and maybe you can summarize for him. 5 gallon buckets work too. The gist is that after each "deposit" it is covered with nitrogen material - sawdust or LEAVES. It then composts down and when full seet the buckets aside and then it can be safely composted for 1 year in a pile and then after testing can be added to crops. If it does not reach a high enough temp it must be composted for 2 years - but the Phillipines is not Alaska and it should get hot enough to kill the bacteria.

thing is if people start gettin diarrhea or something and not enough toilets, it spreads fast. You could have 100 car toilets in a few hours, or 1000 as anyone could make one with a few tools. No lines, no people just pooping into the standing water.

there are probably lots of cars that are no good anymore but would still work as port-a-potties, as long as they have wheels and can be towed.
